“Nord Stream” pipeline project is in initial priority of EU. It is included in the list of priority projects of EU within the framework of the Trans -European energy network”, declared Mark Franco, the European Commission mission chief in Moscow, while speaking at the online -conference organized by Regnum.

At the same time, according to him, the impact of such large-scale projects on environment must be carefully investigated . “It must be done in accordance with EU and national legislations. When this stage will be completed, we will be able to concentrate upon the implementation of the project”, said the European diplomat.
To my understanding the actual pipeline is all manufactured exept the underwater part and it’s only waiting for the formal permission from Finland’s and Sweden’s officers to start building it to the bottom of the Baltic Sea. I have seen some sketches about the gas pipe and it is gigantic! The whole idea about touching the Baltic Sea like that gives me shills, we all know the bad condition of the Sea already. And how would it effect on Scandinavian’s people’s feeling of security if Russian army is whatchin after they gas pipeline with their military ships? The picture of this “North Stream” pipeline is as terrifying to me as any horror story where you cannot predict what’s gonna happen next.

The Current Affairs Of The Gas Pipeline In The Government
Our Minister of Foreign Affairs Aleksander Stubb (The Goalition Party) and the Minister of Defence Jyri Häkämies (Goalition Party) tried to calm the other Goalition Party members down from over dramatizing the security- political effects of the Baltic Sea’s gas pipeline project.
The parliament made it clear that Finland’s agreement for the pipeline project is going to only base on the environmental basics. The Minister of Trade and Economy Mauri Pekkarinen (Middle Party), who is prepearing the decision in the government, said that there are no conditions for the contract that would’t be against the Finnish law: “The trading- zone is national sea- area. It is not part of any country’s sovereign ownership.”
The Foreign Minister Stubb assured that the pipeline isn’t a foreign- or security- political matter and repelled that this decision would have nothing to do with any other matters. He didn’t manage to assure the whole parliament though.
Olli Nepponen (The Goalition Party) said that Finnish people are confused when politicians keep on saying that the pipeline project is only an environmental issue.
Marja Tiura (The Goalition Party) was sure that the Russians are going to look after the pipeline like hawks. She pictured The Bay Of Finland as a new The Channel Of Formosa which is separating China and Taiwan.
Kimmo Sasi (The Goalition Party) succested that Russia and NATO would look after the gas pipeline together. He thinks that it would give to Finland more reasons to apply the NATO -membership: ”I’d like to ask for some presence of mind. Let’s not talk about The Russian Military Navy but rather NATO’s protection.
Subb said that Sasi’s comments were turning one thing to some other. He thinks that the dependenship between Russia and Europa is a good thing and there is no reason for dramatizing.
The Minister of Defence Häkämies assured to Eero Akaa-Penttilä (The Goalition Party) that the security-political effects of the project have been evaluated but no military effects have been found.
The Committeeman of Foreign Affairs of Parliament Pertti Salolainen (Goalition Party) volunteered as a leader of the gas pipeline discussion. He sees this as a unique change to discuss with Russians of the Baltic Sea’s environmental problems and most of all Russian waste water problems.
The Minister of the Environment Paula Lehtomäki (Middle Party) assured that the environmental discussion between Finland and Russia are going on all the time.
The Contract of Espoo gives a right to evaluate of the environmental effects of the other country’s projects if the effect go further the regent of the country’s own area.
The Left Wing Parties gave their respect to the Government of the right actions. Jouko Skinnari (The S0cial Democratic Party) sees the gas pipeline as important to Germany as to Russia which both make an important trading companionship to Finland. He hoped the Government to decide positively towards the gas pipeline project.
Pertti Tiusanen (The Left-Wing Party) considered the pipeline issue only as an environmental matter just like the Government. He still found a positive point of view as lightening the dependence on the goal as an energy source of the Middle -Europe.

To me the gas pipeline issue is as well security- political, environmental, military-political as globally economical matter and all these factors should be considered and evaluate the risks from Finland’s and from Skandinavia’s point of view very carefully.

Euroopan komission kaasuputkihankkeen johtaja Moskovassa, Marc Franco, julisti viikko sitten Regmunin järjestämässä verkkotilaisuudessa, että Itämeren kaasuputkihankkeen tulee olla kirjaimellisesti ensisijalla. Se kuuluu nyt EU:n pääprojekteihin ja sen sisällä tehdään kehystyötä Euroopan energialiikenneverkostossa. Hän muistutti myös että näin suuren ympäristöä kuormittavan hankkeen kaikki puolet tulisi huolella tutkia. “On noudatettava EU:n direktiivejä ja kunnioitettava kunkin asiaa koskevan valtion omia lainsäädäntöjä”, Euroopan diplomaatti sanoi.
Kaasuputki on käsittääkseni valmis Itämeren rannalle asti ja odottelee nyt Suomen ja Ruotsin viranomaisten päätöstä rakennusluvalle. Olen nähnyt piirustuksia kaasuputkesta joissakin lehdissä ja koko rakennelma asemineen on jättimäinen. Minua puistattaa ajatuskin Itämereen kajoamisesta saati sitten tuossa mittakaavassa, kaikkihan me tiedämme miten huonossa kunnossa Itämeri on jo nyt. Entä kuinka tutulta ja turvalliselta pohjoismaalaiset tuntisivat olonsa aluevesillään jos Venäjän armeijan sotilasalukset partioisivat kaasuputkea öin ja päivin? Koko visio tästä “North Stream” kaasuputkesta on mielessäni yhtä kammottava kuin kauhuelokuva jossa ei koskaan voi tietää mitä seuraavaksi tapahtuu.

Maaputkesta keskusteltiin eduskunnan ajankohtaiskeskustelussa
Ulkoministeri Alexander Stubb (kok.) ja puolustusministeri Jyri Häkämies (kok.) saivat taltutella kokoomuslaisia puoluetovereitaan Itämeren maakaasuputken turvallisuuspoliittisen merkityksen liiallisesta dramatisoinnista torstaina eduskunnan ajankohtaiskeskustelussa.
Hallitus korosti monella suulla, että Suomen suostumus putken laskemiseen perustuu vain ympäristönäkökohtiin. Päätöstä hallituksessa valmisteleva elinkeinoministeri Mauri Pekkarinen (kesk.) torjui, että sille voitaisiin esittää mitään ehtoja, jotka eivät perustu lakiin.
- Talousvyöhyke on kansainvälistä merialuetta. Se ei kuulu valtion suvereeniin alueeseen, Pekkarinen korosti.
Ulkoministeri Stubb vakuutti, että kaasuputki ei ole ulko- ja turvallisuuspoliittinen kysymys, ja torjui myös päätöksen kaikenlaiset koplaukset muihin asioihin. Hän ei kuitenkaan saanut osaa kokoomuksen eduskuntaryhmästä vakuuttuneeksi.
Kansalaisia on hämmentänyt, että korostetusti sanotaan, että putki on ympäristökysymys, sanoi Olli Nepponen (kok.).
Marja Tiura (kok.) piti selvänä, että venäläiset valvovat putkea silmä kovana. Hän epäili, että Suomenlahdesta tulee uusi Formosan salmi. Kyseinen salmi erottaa Kiinan ja Taiwanin.
Kimmo Sasi (kok.) intoutui jo esittämään, että Venäjä ja NATO valvoisivat putkea yhdessä. Sasin mielestä se antaisi lisää aihetta Suomellekin hakea Naton jäsenyyttä.
- Peräänkuuluttaisin tiettyä malttia. En haluaisi nähdä tätä kysymystä sellaisena, että puhutaan venäläisistä sotalaivoista, puhutaan Naton suojelusta.
Ikään kuin nostetaan tätä tavalla tai toisella sellaiseksi asiaksi, jota se ei ole, Stubb sanoi. Stubbin mielestä keskinäisen riippuvuuden kasvattaminen Venäjän ja Euroopan välillä on hyvä asia. Päätöstä ei siksi pidä dramatisoida.
Puolustusministeri Häkämies vakuutti Eero Akaan-Penttilälle (kok.), että hankkeen turvallisuuspoliittista merkitystä on arvioitu, mutta sillä ei ole nähty olevan sotilaallista vaikutusta.
Eduskunnan ulkoasiainvaliokunnan puheenjohtaja Pertti Salolainen (kok.) ilmoittautui oma-aloitteisesti kaasuputkikeskustelun isäksi. Salolaisen mielestä putkihanke tarjoaa ainutlaatuisen mahdollisuuden käydä venäläisten kanssa keskustelua Itämeren ympäristökysymyksistä ja ennenkaikkea Venäjän jätevesistä.
Ympäristöministeri Paula Lehtomäki (kesk.) vakuutti, että keskusteluja venäläisten kanssa käydään koko ajan.
Espoon sopimus antaa oikeuden osallistua toisen valtion alueella sijaitsevien hankkeiden ympäristövaikutusten arviointiin, jos vaikutukset ulottuvat hankevaltion ulkopuolelle.
Vasemmistosta hallitusta kiiteltiin kerrankin oikeasta toiminnasta. Jouko Skinnarin (sd.) mielestä kaasuputki on tärkeä niin Saksalle kuin Venäjällekin, jotka ovat Suomen tärkeitä kauppakumppaneita. Hän toivoi hallituksen vaikuttavan myönteisesti putken syntymiseen.
Pentti Tiusanen (vas.) piti putkipäätöstä vain ympäristökysymyksenä hallituksen tapaan. Hän löysi myös myönteisiä vaikutuksia, kun Keski-Euroopan riippuvuus hiilestä energianlähteenä vähenee.

Mielestäni asia on sekä turvallisuuspoliittinen, ulkopoliittinen, ympäristönsuojelullinen, sotilaallinen kuin globaaliekonominenkin ja nämä kaikki asiat pitäisi suhteuttaa ja riskit arvioida Suomen ja Pohjoismaiden kannalta mahdollisismman tarkkaan.

No Permission To Clear Out Mines For North Stream
The North Stream Company has gotten some negative news for their plans for the gas pipeline. According to tghe decision of Helsinki District Court the company does not have the permission to clear out the old mines from the way of the gas pipeline. The reason of the decision is that there is an application for an excavation in a same area. According to the Court the clearing the old mines out would hurt the rights of the excavation applier.
The applier is a Finnish businessman. He has already announced that his purpose is to prevent the problems of gas pipeline- project.
Clearing out the mines is now prohibited. The North Stream was planning to start clearing the mines out this month. Company got the permission to it from The Environment Office of Western Finland.
The District Court will make the final decision of clearing out the mines later. The North Stream gas pipeline is supposed to start building to the Baltic Sea soon in the beginning of 2010.

Ei raivauslupaa:Itämeren kaasuputki vastatuulessa
Kaasuputkiyhtiö Nord Streamin suunnitelmiin Itämeren kaasuputkesta on tullut takapakkia. Helsingin käräjäoikeuden antaman päätöksen mukaan yhtiö ei toistaiseksi saa raivauttaa miinoja kaasuputken reitiltä.
Päätöksen syynä on se, että samalle alueelle on tehty kaivosvaltaushakemus. Käräjäoikeuden päätöksen mukaan miinojen raivaaminen voisi vaarantaa hakemuksen tehneen oikeudet.
Kaivosvaltaushakemuksen on tehnyt suomalainen liikkeenharjoittaja. Hän on aiemmin ilmoittanut, että hakemuksen tarkoituksena on estää kaasuputkihankkeesta aiheutuvat ongelmat.
Miinojen raivaaminen on kielletty sakon uhalla. Yhtiön on ollut määrä aloittaa noin 30 miinan raivaaminen tässä kuussa. Luvan miinojen raivaamiseen antoi Länsi-Suomen ympäristölupavirasto.
Lopullisen päätöksen miinojen raivaamisesta käräjäoikeus tekee myöhemmin. Kaasuputkea on ollut tarkoitus alkaa rakentaa jo vuodenvaihteen jälkeen.

In the early autumn the international press has considered Tony Blair as the strongest candidate as a permanent Chairman of EU, so called President of EU.
Blair’s popularity has seemingly gone down and maybe the final hit was on last Friday when Nicolas Sarkozy, the President of France, said in the Figaro that choosing a President outside the EU-area would be very troublesome.
EU investigators in Brussels are not suprised about Blair’s popularity’s going down. As well as Britain haven’t been very active towards EU Blair’s envolvement of the war of Iraq is too much to many Europeans to handle. If a new agreement of Lisbon gets confirmed this permanent Chairman Of EU title will replace this every six moths changing Chairman usage. Then with the President of Eu will be elected a Minister Of Foreign Affairs.
The investigators in Brussels have an interesting candidate in their mind: The Prime Minister of Holland Jan Peter Balkenende. An invertigator of the Center for European Policy Studies Institute, Pjotr Kaczynski, finds plenty of reasons why Balkenende would be a good choice like Holland is involved quite a lot in all co-operations of EU unlike Britain. Holland is not big or small EU coutnry. Balkenende is not pro US or not too pro Russia. He have had a long career as a Prime Minister and Kaczynski can’t think of anybody with as strong experience with EU government.
Antonio Missiroli agrees with Kaczynski and thinks that with solid English Balkenende would be the strongest candidate, specially when Germany as a biggest EU country supposedly is behind him. As talking of Balkenende his outlook is often described young and fresh, magical, “Harry Potter-like”…
The investigators of Brussels consider Paavo Lipponen as an excellent candidant for a President of EU as he has been as a Prime Minister for a long time as well and been co-operative with EU all possible ways, but he’s role as a consultant in North Stream Gas pipeline project has turned the odds against him. According to Kaczynski in his homeland and in Baltic countries that Finland’s ex prime minister does have too close relationship to Russian’s gas industry. ” We make the decision of the President by consensus decision. It means that if some country is against some candidate, he cannot be the President”, Kaczynski reminds.

It’s good to read all the comments when the subject is interesting, that’s how Paavo Lipponen paid my attention now in this case. I’m not commenting any more about this, the article tells it all as well as my previous comment above.

Blairin tähti näyttää kuitenkin olevan vahvassa laskussa. Kenties ratkaisevan niitin Blairin presidenttiydelle iski perjantaina Ranskan presidentti Nicolas Sarkozy, joka Le Figaro -lehdessä piti presidentin valintaa euroalueen ulkopuolelta ongelmallisena.
Brysseliläiset EU-tutkijat eivät ole yllättyneitä Blairin tähden laskusta. Britannian haalean EU-suhteen ohella Blairin ongelmana on ollut muun muassa hänen vahva osallisuutensa Irakin sotaan, mitä monet eurooppalaiset eivät edelleenkään voi sulattaa. EU:n neuvoston pysyvän puheenjohtajan virka korvaa nykyisen puolen vuoden välein vaihtuvan puheenjohtajuuden, jos unionin päätöksentekoa uudistava Lissabonin sopimus tulee voimaan. Vaikka tämä uutinen nyt ei varsinaisesti Nord Stream kaasuputkihankkeesta kerrokaan, oli kiusaus suuri se tähän liittää varsinkin luettuani artikkeliin tulleen kommentin ja siihen linkitetyn jutun. Tanska hyväksyy Itämeren kaasuputken
Tanskan on määrä hyväksyä tänään osaltaan Itämeren kaasuputken rakennushanke, kirjoittaa Politiken-lehti. Lupahakemuksen tutkinut Tanskan energiahallinto on hyväksymässä Nord Stream -yhtiön rakennussuunnitelman.
Venäjän maakaasua Länsi-Euroopan markkinoille toimittava putki on määrä vetää Viipurista Greifswaldiin Saksaan. Putken on tarkoitus olla toiminnassa viimeistään vuonna 2012.Hankkeen enemmistöosakas on venäläinen kaasu- ja öljyjätti Gazprom.

Denmark is saying “Yes” to North Stream Pipeline
Denmark is ought to say officially ”Yes” today of it’s part to the gas pipeline project according to the Politiken- magazine. Denmark’s energy organization doesn’t see any reason not to permit the pipeline.
The line from Vyborg (Viipuri) Russia to Greifswald Germany is supposed to deliver Russian gas to Western European market. It’s been planned to be working at least 2012. The share majority of the project is Gazprom, a Russian gas- and oil company.

More About The North Stream
Nord Stream is a planned natural gas offshore pipeline from Vyborg in Russia to Greifswald in Germany by the company Nord Stream AG.
Estonian Fund for Nature was established in 1991 by biologists and conservationists and in close co-operation with WWF (World Wide Fund for Nature). EFN is non-governmental and independent nature protection organisation.
The Nord Stream pipeline construction is a subject to the environmental impact assessment in accordance with the Espoo Convention, national legislation of concerned countries, and HELCOM recommendations. In the present environmental impact assessments, Nord Stream AG has used models suitable for sea areas with homogeneous density of water masses. In the permit application, Nord Stream has suggested that wind is the main driver for diffusion and movement of sediments exposed by clearance of munitions, also. These methods, however, cannot be used for strongly stratified water bodies such as the Gulf of Finland where they lead to a false impression of the circumstances influencing transboundary impacts. Consequently, the whole understanding of the factors causing transboundary impacts in the permit is based on false premises.
The clearance of each munition will result in a crater on the seabed. According to Nord Stream AG the radius of the craters will be between two to eight meters and the depth 1-3 meters. The contaminants from the crater will be distributed in the water column. The chemical content and concentration of toxicants in these sediments is unknown. The information on contaminants from the upper 2-6 cm is investigated and in some occasions (less than 30 samples) from the depth of 30 cm. Nord Streami AG has stated that, dioxins are found only from the mouth of the Kymijoki River in Finland. According to the methodologically elaborate and detailed studies of Finnish scientists, the zone polluted with dioxins is known to extend gradually from the point source – the Kymioki River – to all sides, and have contaminated the sediments in one third of the Gulf of Finland in the depths deeper than 10 cm. In fact, the dioxin content in a single sample collected by Nord Stream in the summer 2009 from the Kymijoki toxic impact area reached 64 pg/g WHO TEQ from the depth of more than 12 cm, confirming the previous views of the dioxin distribution pattern.
The health risk analyses have failed to take into the account the accumulation of dioxins in the breast milk and their potential impact to infants, and the risks of related health problems including developmental malformations and cancer. Nord Stream AG has not taken into account the fact that due to toxicity of the Baltic Sea fishes, Finland and Sweden are already forced to follow the EU regulations for not exporting the Baltic herring and to promote the 200 g total monthly limit for individual consumption of the Baltic herring, salmon and sea trout. These concerns have been pointed out in the official statement of the Finnish Authority of Food Safety EVIRA presented in the context of the EIA. It has been also adequately stated in the statement of the Uusimaa Regional Environmental Centre of July, 2, 2009, but ignored during the further steps of the Nord Stream AG, and, unfortunately also by the Western Finland Permitting Authority who did not ask the opinion from EVIRA.
It is known to EFN that the opinions and positions of Finnish, Estonian and Swedish health authorities and scientists are mostly coinciding or compatible in this question. However, the promoters of the pipeline have continued the march towards the solution that may severely harm the children.
The statements of Nord Stream AG about the number of munitions to be cleared have been controversial. At first, Nord Stream AG claimed on public hearings that no more than 30 mines will be cleared. This has resulted in a permit application to explode 28 munitions. However, it became evident that Nord Stream have prepared an application for clearance of at least 70 more munitions west of Hanko. Moreover, in the Finnish EIA report Nord Stream AG has stated that on the pipeline route and anchor corridor, up to 600-900 munitions should be eliminated.
EFN has used all other opportunities for communicating the relevant information. However, the NGOs were suddenly cut off from the process of environmental impact assessment, with the attempt to formally end the process in a stage where the information is still incomplete and inadequate. In contrast to the statements of Nord Stream about the open consultations, the NGOs have never got an opportunity to express their opinions about the final version of environmental impact assessment. Thus, the only open channel for communicating the NGO opinions is submitting an appeal. The goal of EFN is to move towards more adequate assessments of environmental impacts and evaluation of risks by promoting citizen society and supporting the goals of the Aarhus Convention, the EU EIA directive and the EU Baltic Sea Strategy.

Estonian Fund for Nature (EFN) submitted an appeal to the Administrative Court of Vaasa concerning the munitions clearance permit issued by Western Finland Permitting Authority. Nord Stream AG has acquired the permit for clearing munitions in the Finnish waters as a part of the Russian–German natural gas pipeline project. According to the EU environmental impact assessment (EIA) directive and Espoo Convention, such permit can not be issued before the EIA of the whole project has not completed.
According to EFN, the parts of the permit decision concerning the transboundary impacts to Estonia contain incorrect statements on impact assessment and risk analyses. The permitting authority has trusted explanations of the developer, without their critical examination. Estonian state authorities and scientists have pointed out several aspects according to which EIA, and in particular, the munitions clearance application, provided by Nord Stream AG is incomplete and inaccurate. That EIA has not adequately assessed impacts of toxicants in sediments which are resuspended by the clearance of munitions, affecting wildlife and human health.
“The permit application concerning munitions clearance should be rejected as the environmental impact assessment is not finalized”, says CEO of EFN Jüri-Ott Salm. “Nord Stream AG is trying to split the project, using a practice referred to as “salami slicing” – splitting a large project to small parts to conduct them silently. The reports of the monitoring of the implementation of the EU EIA directive have brought examples of this practice as non-recommendable practice.”
EFN has appealed to court in order to revise and halt the permit for munitions clearance until all international obligations have been fulfilled including provision of public with adequate environmental risk assessment.

I got this text as a comment to this article but I wanted to publish it all in here, hopefully You didn’t mind:) To be honest this is what I have been afraid of all the time, just haven’t found this much evidence to support my negativity towards the project before reading all this. This is exactly how this goes: A Russian oil/gas company wants money from EU but we don’t want that horrifying pipe line into our Baltic sea!

VALTIOIDEN SITOUMUKSET ITÄMEREN HYVÄKSI JÄIVÄT VAISUIKSI
Itämeren rantavaltioiden päämiehet hyrisivät tyytyväisyyttään Itämeri-huippukokouksen päätteeksi Helsingissä keskiviikkona.
Kun sitoumuksia Itämeren hyväksi odotettiin 50:ttä, yritykset, säätiöt ja valtiot antoivat niitä kaikkiaan 150. Kaiken kaikkiaan monet valtioiden antamat sitoumukset olivat jo aiemmin sovittuja hankkeita.
Valtioiden sitoumuksista puuttui kouriintuntuvia toimia, joilla saataisiin rajoitettua muun muassa maatalouden päästöjä.
Sitoumukset vaihtelivat mallimaatilahankkeista lupaukseen 400 000 asukkaan Kaliningradin jätevesien puhdistamisesta. Kaliningradin hanke on merkittävä, sillä 400 000 asukkaan jätevedet menevät nyt suoraan Itämereen.
“En ole pettynyt. Kööpenhaminan jälkeen olin pettynyt”, presidentti Tarja Halonen totesi huippukokouksen annista.
Halonen kiitteli yritysten aktiivisuutta. ”Hyvä puoli lupauksissa oli, että bisnesmaailma tuntuu olevan dynaamisesti mukana. Viisaat yrittäjät – sellaisiakin on paljon – seuraavat aikaansa, tuntevat vastuunsa ja huomaavat sen, että kannattaa olla ajoissa mukana.”
Suomen ympäristökeskuksen tutkijan Seppo Knuuttilan mielestä Itämeri-huippukokouksen painavinta antia ovat Suomen sitoumus pyrkiä maataloudessa ravinteiden suljettuun kiertoon ja Puolan lupaus kieltää fosfaattia sisältävät pesuaineet ennen EU:n Itämeri-strategian toteuttamista.
Nord Stream -kaasuputkesta oikeusjuttu Saksassa
Greifswald. Saksalaiset ympäristöjärjestöt yrittävät estää Nord Stream -kaasuputken rakentamisen oikeusteitse.
Maailman luonnonsäätiö WWF ja Saksan Maan ystävien tytärjärjestö Bund ovat haastaneet oikeuteen viranomaiset, jotka myönsivät luvan putken rakentamiselle Saksan aluevesille.
Järjestöjen mukaan viranomaiset eivät ole huolehtineet siitä, että putken rakentamisesta ympäristölle aiheutuva haitta korjataan. Järjestöt uskovat, että merenpohjan mudan kaivaminen vapauttaa typpeä ja fosforia veteen uhaten mereneläviä.
Nord Stream aikoo aloittaa huhtikuussa putken laskemisen Itämeren pohjaan. Kaasua putkessa pitäisi kulkea vuoden 2011 lopulla.
Ruotsi kaksinkertaistaa Itämeri-rahoituksensa
Presidentti Tarja Halonen kutsuu nuoret mukaan talkoisiin Itämeren pelastamiseksi. “Annan tukeni nuorten toiminnalle, jolla tähdätään Itämeren tilan parantamiseen”, Halonen totesi avauspuheessaan Itämeri-huippukokouksessa Helsingissä keskiviikkoaamuna.
Halonen painotti kaikkien rantavaltioiden yhteistyön tärkeyttä Itämeren tilan parantamisessa.
“Vuosikymmeniä jatkunut hyväksikäyttö ja edesvastuuttomuus ovat valitettavasti vahingoittaneet haavoittuvaa ekosysteemiä. Nykyään tämän, maailman yhden saastuneimman meren rantoja asuttavat maapallon rikkaimpiin ja ympäristötietoisimpiin valtioihin kuuluvat maat”, Halonen sanoi. “On selvää, että jotakin on tehtävä – ja nopeasti.”
Halonen lupasi edistää Baltic Sea Action Summit -prosessia puhtaamman Itämeren puolesta myös Helsingin huippukokouksen jälkeen yhdessä kansalaisjärjestöjen ja elinkeinoelämän kanssa.
Ruotsin kuningas Kaarle XVI Kustaa oli iloinen, että Suomi on ottanut aloitteen kutsua koolle sekä valtioiden johtajat että yritykset ja järjestöt. Kuningas oli huolissaan Itämeren leväkukinnoista ja tahallista öljypäästöistä.
Ruotsin varsinainen sitoumus tuli ympäristöministeri Andreas Carlgreilta, joka lupasi korottaa Ruotsin Itämeren suojelukomissiolle Helcomille maksamaa rahoitusta nykyisestä 4,5 miljoonasta eurosta 9 miljoonaan euroon.
“Näytetään maailmalle, että voimme yhteistyöllä saattaa sitoumukset teoiksi”, Carlgren sanoi.
Baltic Sea Action Groupin puheenjohtaja Ilkka Herlin kehotti Finlandia-taloon kokoontuneita johtajia käyttämään valtaansa Itämeren pelastamiseksi. “Tähän tarvitaan tekoja, ei vain puheita”, Herlin sanoi.
Herlin korosti, ettei hänellä ole illuusioita siitä, että edessä olisi helppo tehtävä. Juuri tämän vuoksi Itämeri-työhön tarvitaan mukaan valtioiden korkein johto.

Putin lupasi: Venäjä tehostaa jätevesien käsittelyä
Venäjän pääministeri Vladimir Putin lupasi Itämeri-huippukokouksessa, että Venäjä tehostaa jätevesien puhdistusta sekä Pietarin että Kaliningradin alueella.
Putin vakutti, että Venäjä pyrkii tosissaan Itämeren suojelukomission Helcomin asettamiin päästöjen vähennystavoitteisiin. Pääministeri kertoi, että viranomaisten tavoitteena Kaliningradissa on uudistaa kaikkiaan 200 eri laitosta.
Pietari puolestaan pyrkii nostamaan jäteveden puhdistuksen vuoteen 2015 mennessä 98 prosenttiin, eli Helcomin vaatimuksen mukaiselle tasolle. Putinin mukaan toimet vaativat paljon rahaa.
Pääministeri piti tärkeänä Itämeren kannalta myös energiansäästöä.
Putin nosti puheessaan esiin myös North Stream -kaasuputken, jonka rakentaminen Itämeren halki on etenemässä.
- Ympäristön suojeleminen on ensimmäinen prioriteetti North Stream -hankkeessa, vakuutti Putin huippukokouksen osanottajille.
Pääministerin mukaan kaasuputkihanke ympäristön kannalta positiivinen, sillä se vähentää öljyn käyttöä. Hanke on hyvin tutkittu ja sen suunnittelu on Putinin mukaan ollut avointa ja läpinäkyvää, Putin sanoi.
- Venäjä on keskustellut siitä monien tahojen kanssa.

SALTLESS COMMITMENTS IN THE BALTIC SEA
The Baltic heads of the States Heads were satisfied at the closing of the Summit in Helsinki on Wednesday.
When the commitments in the Baltic Sea was expected to favor the 50th, companies, foundations and governments gave them a total of 150 All in all, many of the commitments made by countries that had previously agreed projects.

Nord Stream gas pipeline, a lawsuit in Germany

Swedish Baltic Sea to double the funding

Putin promised Russia to enhance treatment of waste water
Russian Prime Minister Vladimir Putin promised the Baltic Sea summit that Russia will step up cleaning of waste water and St. Petersburg to the Kaliningrad region.
Putin assured that Russia will seriously aim to Helsinki Convention, HELCOM gas emission targets. The Prime Minister said that the authorities in Kaliningrad, the aim is to renew a total of 200 different plants.
St. Petersburg is aiming to raise the purification of waste water by 2015, 98 per cent, ie at the level required by the Helsinki Commission. According to Putin’s actions require a lot of money.
